With a career spanning almost two decades, Joe has experience in both private and public finance. Upon graduating from Fenwick High School in Oak Park, he went on to earn a Bachelor of Arts in Finance from DePaul University. This led to his first financial analyst job where he worked with a variety of state and local government entities and gained firsth and experience and knowledge of how to evaluate and structure their long-term financing strategies. He then pivoted to his first role in public service as a leader in grant administration with the State of Illinois, providing financial oversight on behalf of the state for various transportation related projects in the Chicagoland area and throughout the state.
With exposure to legal issues related to these projects, Joe returned to the classroom to pursue a law degree. While in law school, he honed his skills for critical thinking and practical application of the law. He earned his Juris Doctorate from the University of Illinois Chicago (formerly The John Marshall Law School) and was subsequently admitted to the Illinois State Bar.
In the legal community, he is a member of several bar associations, including the Justinian Society of Lawyers, Fenwick Bar Association, Chicago Bar Association, and Illinois State Bar Association, as well as other financial and transportation related professional organizations.
Today, Joe continues his work in public service as the Director of Capital Finance for the Chicago Transit Authority. In this role, he and his team are responsible for developing the agency’s multi-billion dollar capital program as well as identifying and securing the funding necessary to support projects within the program.
Additionally, Joe manages his own law practice where he focuses primarily on commercial and residential real estate transactions providing tailored advice specific to individual client needs.

Joe is a resident of the Southwest Woods area of the Park Ridge 6th Ward. In addition to enjoying quality time with his wife and three children, he is an active member of the Mary, Seat of Wisdom parish and school community. There, he volunteers for school and sporting events for his children and also assists with organizing other sports and activities with the MSW Athletic Committee.
Also in the community, Joe was appointed earlier this year by the Park Ridge City Council as a board member of Liquor License Review Board. There, he serves with four other members and the Mayor to investigate and review all applications, renewals, and complaints pertaining to holders of liquor licenses.

Joe is a firm believer that the success of government has everything to do with being able to work together to make decisions that are in the best of interests of the City and its residents. He is committed to working with everyone to solve the many issues facing the City and considering all avenues and options to help in resolving those issues.
